Can get timing belt onto camshaft sprocket with full tension?


I am replacing the valve seals on my 1997 Tercel which has a 5EFE engine. Is it necessary to create more slack in the timing belt by loosening the number one idler pulley bolt in order to get the belt back onto the camshaft sprocket? I can get the timing belt off of the camshaft sprocket with full tension on the belt, but I don't know if I can get it back on when there is full tension on it. In order to access the number one idler pulley bolt it's necessary to remove the crankshaft pulley and serpentine belts which is a lot more work. Thanks for any replies.
