Question - how to paint wheels matte?

Hi everyone,
I have recently taken one set of wheels I've had in my garage (they were quite a bit scratched, paint chipped). They were ugly, so I sanded them, and now I want to paint them matte black. Yet I want them to be not just soft, almost glossy matte, but sarsh matte, so that when you look closer you see those tiny paint particles that make it matte.
I hope that is the good explanation. Let me show you a pic of what I want - just check out the very first Toyota here, its wheels have perfect finish, and that's exactly what I want to repeat - https://www.carid.com/gallery/toyota/.
So, the question is - how tdo I gain that sort of finish? Maybe someone knows a sort of topping or something that creates that finish? Or no paint can do that and I have to get the wheels powder coated?
